1. Definition and scope of Carpet Flammability Tester 16CFR1630 and 16CFR1631 standards:
16CFR1630 is suitable for carpets (Carpet) used in homes, offices or hotels, not adhered by mechanical methods (such as nails, etc.), with a unidirectional size greater than 1.83 m and a surface area greater than 2.23 m2.
16CFR1631 is suitable for carpets (Small Carpet) used in homes, offices or hotels that are not adhered by mechanical methods (such as nails, etc.), with a unidirectional dimension of not more than 1.83 m and a surface area of not more than 2.23 m2.
2. Combustion performance requirements
These two standards state that a single specimen satisfies the requirement if the size of the holes in the charred portion of the specimen is within 2.54 cm (1.0 in). A carpet is considered acceptable if at least 7 of the 8 given samples meet the standard requirements.
3. Identification
If the carpet is flame retardant treated, or contains flame retardant treated fibers, it should be marked with a "T" on the carpet.
For 16 CFR 1631 small and medium rugs that do not meet the flammability requirements, the following information must be permanently marked on the product before it can be sold: FLAMMABLE (FAILS U.S. DEPARTMENT OF COMMERCE STANDARD FF 2-70): SHOULD NOT BE USED NEAR SOURCES OF IGNITION.
4. Recall of Substandard Products
The Consumer Product Safety Commission has requested the recall of products that do not comply with the Flammable Fabrics Act (FFA). Substandard products can be recalled from distributors, retailers and end consumers.
